Molly, you bring up some very good points, but if this person is determined to breed then nothing we say will stop it.
However, at some point the onus needs to go on the stud owner as well.
We can beat up the breeders who mate their untitled bitches all day and that won't stop them. But, if the owners of titled studs would refuse to breed to untitled and/or unqualified bitches then we wouldn't need to have this conversation in the first place!
Breeding is always a risk, and you know that the stud gets a disproportionate share of the blame when the pups turn out to be duds. So, if a stud owner wants to roll the dice and breed to an unproven female, then sooner or later that will catch up with them. ;)
I wouldn't be surprised if you yourself have turned away folks who wanted to breed to your studs.

Yvette,
You are so very right!! Hopefully, the available stud-owners are in clubs, such as OG Buckeye, with a "Breeders' Code" requiring the bitch to be titled and surveyed, as well as the male. Unfortunately, I know even breed wardens who will breed their stud to any AKC bitch whose owner has the stud fee.
He will find someone to take his stud fees and breed to his untitled bitch. UKC championship points....

I have bred my stud dogs to the occasional untitled females - depends completely on the female, and if I feel she is a good match for my male, and also if there is any reason (other than lack of title) that she shouldn't be bred in the first place - will the puppies reflect well on my stud dog? or will they be little crappers (due to the crap female) and then my stud dog would be blamed? Of course I would not agree to breed to the crap female, even if her name was followed by 1000 titles and V scores throughout.
I have turned down many many MANY females for many reasons, mainly lack of titles and lack of "plan" from the female's owner. I don't have any interest in being a part of a BYB program.

As I asked earlier... could you post a pedigree?? who her parents are might rule some studs in or out... As in you wouldn't want to breed her to a brother or half brother... but she may be the gr.daughter of a male (or female) who's known to click with this or that line. My question wasn't intended as a trap, but honest information seeking to help you help folks with good studs, or who know what is available in your area know who they should suggest. Molly has an Exciting male, Bandit, whose litter brother is in HUGE demand in Europe... but without knowing her pedigree nobody would know if he's a good match for your gal.

Hey I'll be honest... I am not completely opposed to breeding untitled dogs. After all, there's a lot of shit dogs with paper titles floating around.
My husband's Malinois came from both untitled parents and she is turning out well as a SchH dog. But the breeder knew what he had. The male is now IPO2, with mutiple "fun sport" titles in Dock Jumping and Flyball. The female is his Obedience "demo dog".
To me the bottom line is you gotta know the true character of the dog(s) in question. Also, there ought to be more reason to breed than just ... "my female is German and her hips passed and she is in training." But that's just my opinion. Take it or leave it for what it's worth.

SchHBabe:
I,m concerened because they are advertising a 14 month old female ready to breed. I,m sure you also have reservations on this age of breeding.
