If a person got a dog from Germany, what would be a reasonable time frame to get all the necessary papers?

If you mean the original SV work, it should arrive on the crate.
If you mean to transfer into the AKC, once you send off your documentation, about two weeks currently. (I just got in my registration for a dog from Germany yesterday myself). If you don't get it within two weeks, I'd call. The AKC has lost all of my paperwork for my foreign dog registration application before, and the paperwork had to be re-created.
How fast they move foreign dog registration applications appears to be nearly seasonal or something....I've had it take a month before. Before said dog can have a registerable litter, you need to impliment and send in the AKC DNA kit to the AKC's DNA lab. The last time I did that, it was two weeks.

Couple of clarifications:
For Germany:
1. Adult dog - signed over papers should come with the dog. Notification should be sent by the prior owner to the SV for Sabine to have on file or already start the request for the transfer paperwork. The Besch takes about 2-3 weeks, directly with the SV.
2. Puppies: a few months for the SV paperwork to be processed for the litter. You can get a copy of the the application from the breeder.
3. AKC foreign has been running 2-3 weeks. I have never had an issue with the AKC losing paperwork - in the past, I ended up working with one person for a few dogs straight.
4. DNA - 2-3 weeks. Recommendation from another breeder and importer. DO the AKC 1st and then DNA.
