I believe the two times VA1 is incorrect. Typically VA1 is reserved for the BSZS designation. VA1 in any other country should be noted with the country as most are.

I would think its probably a simple error, where Leopard
should have typed " 2 x VA. " (ie not 2 x VA 1). It would
still be an incorrect amendment as from the chart above
Jeck would seem to have at least 4 VA gradings.
