Remember the GSD is the world's most popular breed and it is one of the most numerous, probably the most numerous breed in the world.  Thus, vets are going to see alot of GSDs and GSD mixes.  Congenital simply means a disorder at or before birth.  A congenital problem may occur in one puppy or one litter and may never happen again.  Other problems such as fading puppy syndrome, may be said to be congenital.  Fading puppy syndrome has been happening ever since humans started breeding dogs, most breeders will get a litter of "fading puppies" at some time or other, and nobody knows what causes it.  It probably has multiple causes. 

Remember too, knowledge of breed problems also depends on REPORTING of problems.

I agree with Joanro, I don't believe sensitivity to a man made drug or drugs should be labeled as a disorder. There was no need for natural selection in the wild against ivermectin sensitivity.
