Charles Finley, my original question was, how should the team be selected. There already seems to be a mechanism in place and has been used. How do you think the team should be selected? However the WDA deems acceptable is not an answer either.

The GSDCA-WDA is and has been a member of the WUSV for many, many years.  The WUSV runs the WUSV World Championship.  The GSDCA-WDA can pick their qualifiers however they please and if the WUSV has no problem with the method chosen that is all that is required or necessary.  I have answered your question Ejax.  The WUSV is a members only organization organized and run by the SV for GSD breeders and owners.  The WUSV World Championship is not the Olympics of the IPO as the IPO is an all breed sport.  Your entire question was based on not understanding the WUSV World Championship event and it's place in dog sports.  If you are a member of the GSDCA-WDA you will have a voice in the procedures for the selection of the WUSV qualifiers from the GSDCA-WDA in 2014 and beyond, if you are not a member of the GSDCA-WDA you have no voice and you have no basis for questioning how they choose their team.
