You stated that you are not LOCAL to the area.
Your not by chance living in Nigeria, are you?

she's just a friend trying to help people
she consider's friends. I believe she stated
in her OP she is in WI, which isn't very close
to Nigeria at all
Although, a Cheesehead with a Nigerian
accent would probably round out my day

Additionally, on one hand you stated that you were trying to respect their safety by not giving their exact location online but in the next sentence you with assistance with local resources. One cannot give local resources without knowing where these individuals are. Ms. Raffel did not seem to have concerns about posting location info when she requested assistance with finding housing after this accident occured so it does not seem that there is a safety issue that much in play. You do not need to give out their SSN to list a town they are located in ;-) As I do not know these individuals I am in no place to judge whether this is a line or a true call for help.
However, asking that people email you privately for specific details is not effective when asking for monetary assistance online. I have some recent experience in this as two of my dog friends lost their homes in a recent forest fire. I have one of them currently living with me (and her 10 dogs which included 5 day old puppies at the time of the fire) until her new place is done. Myself and another person set up a bank account as well as an online "chip in" page. The dog community at large has been *extremely* generous but we also realized that people that did not personally know these two individuals would need as much info as possible and we did not hesitate to give it so that there would be complete clarity as to what happened, who it happened to, their current needs, and where the money would be going.
Another example of successful fundraising is that woman in CA (I think) who lost one of her GSDs and her bitch was in the ICU for an extended period of time. Pictures were posted of the dog and regularly updates were given. The members of this group appeared to step up and give generously in that instance as well. So do not take the cynicism here as heartless. Money is tight and people want to make sure the money they send is going to what they think it is. By coming on this list and requesting assistance for these individuals but being reticient to give simple details makes people pause before donating. With all that said, I hope both the dogs and humans in this situation get the assistance they need. I recommend setting up a "chip in" account and have the affected individuals post messages about what happened, their immediate needs, as well as their long-term needs. Good luck.

More questiosns: What is a foundation stock breeding VA dog worth any way? You mean to tell me their whole net worth was tied up in the dogs that were supposedly killed? How about putting up the dead dogs' pedigrees for all to see and mourn?
