Mandatory health checks are EXACTLY what the GSDP (and many before them) tried to get the KC to introduce.
The basic idea is to issue a "purple pedigree" to the progeny of parents who have met all the relevant criteria (health, survey, work) and leave the regular type of pedigree to those that don't! A simple procedure... right? Would our KC accept this? Well, they've never even bothered to reply to the oft repeated request. How dare we come up with good, workable and progressive ideas huh?
So, there are many people out there trying for our breed... not shouting about it, but making every effort to get it right for us and the puppy buying public.
Hopefully, we'll be making our own rules and regs in the not too distant future... that's what we should all be backing imo... the KC has had every chance to improve dog breeding and dogdom in general and they have failed miserably... again and again.

Any moves now to step outside the KC umbrella most likely will be seen as a manoeuvre to escape change to improve health and welfare in breeds. There is a much, much bigger picture going on here.
While I completely agree, support, and endorse health testing, it is also important to remember that the Shepherd dog encounters a number of health conditions, many of which there is no health testing available yet prior to breeding.
Mandatory health testing is a step towards progress but it can never be the final step and certainly not the bigger picture. Genuine breed health improvement goes way, way beyond that.

I have used this in the 90's to obtain purchase price back for a defective pup and also kept the pup.

some hobby breeders who only have a female hip scored and breed with the same bitch but
with abelow average score of 6-3-3=6 must have elbows done when the vet we use say's we don't
do elbow's.many top breeders go to this vet because he is cheap on vaccinations and doing -
hip scores.i can tell you we don't pay £395-0 for hips and elbow's and then bva fee's on top
the most it as cost is £120-for hip score and that includes the bva fee why dont vets get there
prices right if one can do it and still make aprofit then every other vet can. -
any info we are not selling puppies or breeding puppies just for money.but i dont want to go
to my local vet to get rip't off (ie vaccinations £50- bva screnning £275 hips only.
give me info.

What I am stating is if there is a test for the breed and the sire/dam have not had it done then later on one of the pups develop the condition whether that be HD, ED, HC then the purchaser of the pup is entitled to go to court and seek compensation and dependent on the age of the pup and emotional bond the Judge is also likely to allow the pup owner to keep the pup aswell as obtain compensation, in the case of the pup I had I didnt seek compensation to cover vet bills for the operation just asked for purchase price back, which I got and kept the pup.
I travel to a vet in Out Rawcliffe for hips/elbows I dont use the Vet my dogs are registered with, last one I had hips/elbows due to age of my GSDs was in Summer 2006 where price was £192 plus BVA fees for both hips and elbows.
