I don´t think so - in case people could be forced to x-ray and send in the results of all dogs, we certainly would be able to better the HD status. I really like the "HD Zuchtwert", but as long as breeders and owners don´t send in the "bad" results, we will never see the improvement we could see.
I don´t think that breeders are able to eliminate HD totally, but they could better the percentage for sure.
