Thank you all for your very helpful and educative replies. My difficulty was that it was not upfront in the advertising of the respective pup, and was mentioned as an incidental issue. I simply wanted some advice before I proceeded further. I don't think there is anything at all untoward about a breeder wishing to retain stud rights at all, as long as it is clearly and openly discussed and formally contracted thereafter. It was simply something new to me as someone who only ever purchases GDSs as pets.
