Yes it is, i consulted with Vet and i m planning to operate it....

Thought so - I've got one at home like that ! He is related to yours in a
similar combination of some ancestors but they are quite a few generations
back. Funny enough he looks very much like your dog (though he's
much older).
You won't breed with him, will you ? Please. It is a heritable condition.
Good luck with him, and the surgery. [Was advised not to operate on
my boy unless we actually had problems with movement or pain in
the bulge, never have done so far.]

I talked to breeder n vet both said that there will be no issue in breeding. And my Boy is of 18 Months only.

Depends on your interpretation of "no issue" , I suppose.
