barking can... repeat can.. be based in fear.. we can support and instill positive actions by giving them a bark command when they exhibit this kind of barking.. then praise praise praise... I also begin with frustration in not being able to get a toy, ball etc and teach the bark command that way too.. Just my opinion and what trainers have taught in different classes.. you hear alot and filter to your environment , like teaching body launguage,  and suspicion but keeping a nice social attitude .. I dont like a fear barker that barks at everything with hair up.. it gets anoying! lol
