DebiSue

What a handsome lad!  Good advice given, can't really add anything else except to chime in and say I agree...handler issue.  You can do it, get another trainer, believe in yourselves and your "teenager".  Hang in there, he will be worth the effort.

Ok, I did think of something you could try...It helped with a friend's dog aggressive male...use a long line, make sure the other dog is just out of reach and let Mr. Tough Guy run at the other dog.  Brace yourself and let him hit the end of the line going full out.  He'll flip, land on his back and wonder what happened.  Try to yell "no" very firmly just before he hits the end.  Do that a few times and he may decide the other dog isn't worth it.

I advised of setting the dog up - but DebieSue - Instead of yelling- take the handler out of the equation....Put a prong collar on the dog -long  line - attach to a pole - and another dog walking past - just out of reach.... if a dog is dog aggressive - and he goes after - he will think twice on lunging after he is corrected  -when the dog walks past the dog.....  works every time..in my opinion....

Same as my thoughts on giving Ritalin to children with alleged diagnoses of ADHD. Nope.

"What are your thoughts on giving a drug to a 14 month GSD male to help lower his testestosterone levels, and help calm him behave around other dogs????"

Do not do that, it will not help. You need a help of a trainer experienced with dog to dog agression. When he is off the drugs, he will revert to the same behavior unless you correct the issue first with an experienced trainer.
