she bled for a while, stopped bleeding and started again.........to me this says she's not having a normal heat cycle.
go to vet and have her checked out, make sure she is healthy (blood panel), and if she is, she may come into heat again in a month or so or you may have to wait until her next cycle.

Thank you all for you advise including you harrisonsgsd26    for your wise comments,
I don`t mean to breed her by all means, but is that I never experience this kind of behavior in a dog,   she just refuse to be breed by any dog and I`m not going to force her like some people told me they do with females with this kind of behavior.

her cycle is been irregular since her first heat and Vet say that she is in good helt juts has her cycle irregular like it happen in humans? Any way I`m just going to leave her alone.

Bhaugh what are you talking about? I dont think im being harsh thats the honest truth. Why breed her? Until you can find a reason to contribute to the greater good why breed her.?
I personally dont mind a female that wont just breed to any stud. Remember dogs know alot more about dogs then we do..lol. It seems like you have done alot more then the average Joe asking questions about breeding. If you have went through all the health testing why dont you have a mentor helping you.?

You don't say what her reaction is if the male attempts to mount her.
Is she aggressive or just refusing to stand still or even sitting down.
Maybe she is not ready (have her progesterone levels checked).
I no longer believe in dogs mating day 10 - 17 after one of mine mated day 28 and delivered 8 puppies, her progesterone was extremely slow to rise.

Huntered,
not sure how your going about it but 17 days it kinda late normally.
As for irregular cycles, I wouldn't breed her either.
That's reason enough to make her unworthy of breeding as far as I'm concerned.

If your hell bent on breeding her anyway your going to have to change how you go about it that's obvious.
Without knowing what you do, how you handle and keep your dogs I couldn't help you out much.

There are a few basic things you could do.

DOGSHOME9 :  The male was after her for several day as normal and when he was trying to mount her she will get aggressive to him or will just sit or lay down or just run to her den,  she never stan steel for him even when I hold her she will sit or lay down, No cooperation at all.
I`m new in to this so every good advise will be greatly appreciated.
This is the first time I`m trying to breed and I`m trying to do it right, so if this does not happen naturally I will not do it and will move on.

If you have good reasoning to do it at all, wht give up on a failed attempt. That statement there should make you reconsider.

ok first off a female can stand any time from 5 - 30 days , so 17 days is really not bad at all i have had many females still be standing  at 17 days, 2nd  when you say she bled and then stopped and then started to me  well i can tell you most female will usually have very little blood when they are ready to breed. so when she bled and then no blood i bet thats when she was standing.
now about your problem with her not standing, are these males your males ,  this female may be a very dominate  female and wont breed on her territory and you may need to go to an out side stud and  she may also see these males as  under her, like some one said about only breeding to a dominate male, she may not see your males as being dominate. timing is also very important, doing a progesterone test is a good idea to know if she is really ready. i too believe if they cant do it natural dont bother, there may be a reason why she does not want to breed.
how experience are your males , she may need a very experience dominate male , like some one said.
