This dog has very shallow sockets, less than half of the ball is seated in each side. I don't see any remodeling which is a good thing. One of those close calls IMO. A better xray might get her an OFA fair at 24 months, but she must be sedated, the pelvis perfectly symetrical, and each knee rotated inwardly to exactly the same degree. If here is still no remodeling then she should get a fair. This is a good example of why OFA raised the age for certification from 12 month to 24.

OFA fair if they  will not get worse with age. But if you post better picture - more focused- less fuzzy it may be better .  The hip ball on the left side does not look round and the neck is getting thick there thus the transition between the neck and ball of the hip is straight but it should be concave. Look for comparison on the hip on the right side of the picture. Also you can see "yawning" ( ">" shaped opening  between the ball and the socket  which is beginning of lesser hips.   
On th good side the dog will never have problem, but I would not breed it.

I agree with Blitzen and Hans, Dog may prelim borderline due to the subluxation and if no changes at 24 Mo. may get a fair. Looks like one I had sent in and got a borderline and then a Fair rating.
