Hips on both, best guess fair to good. Elbows?

Sitasmom....why are you considering elbows to be grade 1, and which one of which dog is it? Hope you noticed that you are looking at 2 different dogs.

Trinity's hips look good enough and elbows look ok
Neo's hips not good, and elbows not so good.

The xray isn't good, it's underexposed and the positioning is off. Get a better one the next time and he may very well pass.

I agree with Blitzen, I've known dogs that failed the first time, only to pass the next time around with better positioning.
