don't really find the size in the working lines.  a few tend to be big, especially with some of the DDR lines, but generally the "big" dogs are the showlines.  ask why soo many top german males are sold to Asia?  many are too big.

The thing about those charts is just that they are averages and approximations, they are not indicative of a dog's overall condition or atheletic ability.  It is just like the human weight charts, they list the ideal weight for a 6'0 tall man at 157 lbs wheras most average atheletes at 6' probably weigh in at around 190-225.  The question is does the dog look porportional and fit and can the dog do the work required.  The border collie analogy is not really valid because you could also say have you been able to see one jump a 9-11' fence or take down a 250lb man?  I've seen GSD's at 100lbs +  do both.   That being said, I agree that the breed should not tend toward giagantism just like it should not tend to sloping backs, etc..  there is an overall look and feel the the breed.,  but averages are just that, averages compiled from highs' and lows.

 One of our pup is 12 weeks old, he is 25 lbs, so according to the chart he is slightly underweight.He looks chubby and solid though, we feed him raw food so maybe it keeps him on the lean side

I think the scales/charts above  are on or above  the top end. I believe firmly that 8 weeks old pup should be between 8-14 lb max. And at 6 mo average GSdog should not be over 40lb. According to Stockholm study dogs HD increased in one 1 year by 4% when the pups were at 8 weeks 13lb  or  14 lb!!!. One pound difference at 8 weeks caused 4% increase of Hip  dysplasia!!!!!!~  Everybody seems to love to  have chubby, heavy puppy. WRONG!!!.  You want active skinny puppy. And feed it meat! Meat, Meat, meat and soup from bones . Oh yes and meat too. ( Lightly cooked) . And meat. :)

Yeah my boy at 4 months was 33 lbs.  To me he looked fine and I am in hurry for him to get big.  He will get there naturally. 
At 3 months he was 23 lbs and the vet felt he was anorexic...lol  Go figure.

My 12 week old female weighs 21lbs feeding all life stage kibble, I saw two litter mates that are eating large breed puppy food that are structurally way bigger and have at least 5-7lbs on mine. What is the general consensus on feeding puppy food to a GSD?

Feed home made food.
Meat of any kind like beef, beef hearts, chicken, turkey necks, chicken gizzards and chicken hearts, chicken feet(!!! great source of glucosamine, chondroitin, MSM hyaluronic acid and minerals), lightly cooked ( not raw not over cooked) pasta, sea salt, small amount of blended apple or pineapple of carrot with parsley, table spoon of Greek yogurt or kiefer, bit of fish oil.
I also cook soup bones on crock pot over night. When you cook chicken feet cook them a lot since chicken are walking in all source of crap,...literally. ( 2.5 hr anyway).
On the other hand :Anything in any chrome plated expensive , 'well balanced" commercial dog food is a crap comparing to this. If you shop, properly it is cheaper then commercial dag food in a bag. I cook it in a turkey cooker.
Feed 90% of twhat the pup wants to eat.
