we had a bitch pup with the same thing we tried everything to get her to eat until one day my granddaughter was making oxtail soup and the smell made her nose twitch we put some one our finger and she licked it off we let her lick some from a spoon that was enough to get her going again and she never looked back.hope pup gets better

Is it possible his mouth or teeth are sore as he prepares to cut adult teeth? This is maybe too simple, but have you tried soaking his kibble in warm water for about 20 minutes? Our newest pup had some difficulty chewing her kibble at around that age (just before she started teething), so we put warm water on and let it soak for about 20 minutes before giving it to her. The warm water also made kind of a smelly, thin gravy which she lapped up.
Just a thought... Good luck with him -- I hope he turns a corner soon!

Thank you to everyone that has offered responses. I generally do not get involved with forums, but thought in this case it would be a wise and possibly fruitful idea. It was a wonderful experience with everyone offering various answers and advice. I am happy to update everyone that the puppy seems to have turned the corner. As of Saturday evening, he began eagerly eating normal portions and approached his breakfast this morning with the same vigor. We expect that he will continue on the upswing as he never showed any other signs of being ill, no depression or lack of energy even though he was rapidly loosing weight and not eating more than a cup of food every 48 hours for the past two weeks. I can only assume that in the willing nature of the working GSD, even as a puppy, he was prepared to be loyal and do whatever was asked of him. We can only assume it was just a bit too much for a 13 week old puppy to go to a new home, start into training, have a change of diet and be on the go with his new owner all day long in the first two weeks. He did all these things happily and without refusal, however, I believe the stress may have manifested itself by him not eating. Once he has put weight back on and continued to eat properly, we will gradually transition him back to his new owner and hope for better results this time as his owner dearly loves him. Thanks again for your help!

The nutra-Cal might still help him put on weight a bit faster and the vit B12 is great for increasing appetite.
I always keep it in the cupboard for emergency's,
anyway hope he keeps improving.

I just saw your post, I imported a male puppy from Germany in December, and he went through the same thing. My husband was ready to send him back to the breeder. We went for over 3 weeks like this, it was scary. We also have a female that was not quite a year old and she was pretty rough, so we kept them separated unless we were able to be on full alert. It was around New year's and I told my husband it was almost like he was depressed and maybe he did feel like he belonged to our pack, so we decided to police our girl and let him be with us all the time, it worked, or something changed that weekend because he started eating and has not stopped since. He is now 6-1/2 mo. old and doing great he weights around 60 lbs.
