ligaments are what tie bones together.at the joints. A dog with a sloppy rear or soft pasterns might be described as having loose ligaments in that area.
an english bulldog or mastiff is a jowly dog, loose , hanging lips, etc. some gsd do exhibit this trait, just not as extreme.
you might also hear "throaty" in some circles. this is loose, hanging skin in the neck area.
