SSDD ... cops killing dogs because they can, cops killing black people because they can, and cops killing white people because they can.  Add any other animal or minority that I have left out.  When we as citizens stop hiring idiot cops and letting them hide behind their badges for crimes they commit then some of this killing will stop and some cops will go to jail where they should be.  The cops lie and that should also be a crime but apparently cops are trained at "the academy" to lie and their supervisors and fellow cops only reinforce lies and deceit as tools of the cop trade.  Today it was a kids dog shot over a fence inside his own yard, tomorrow it could be your dog or you.

Whether or not you are right about cops, you miss the big picture. You make them the scapegoats for those who approve policies. The police have more in common with those they police than those who are in charge. They are just as much victims of the us and them mentality as the communities who have that mentality.

There is no big picture .. if a dog, person, or cop is killed it is the person doing the killing that is responsible not some orders or policy. Nazi soldiers and leadership were hung or executed after WWII for following orders and official "Nazi policy". War criminals and POW prison camp guards are guilty of murder and torture even if following procedure and orders set by their superiors. If a cop pulls the trigger on a dog barking inside the fence of his own yard on private property the cop has no "rights" or right to excuse this behavior by claiming divine powers from the police union or the city council. If the city council or police union claims they set procedures to allow cops to kill and murder then they too are liable and responsible just like the general who tells his soldiers to kill civilians or murder a POW through direct orders or failure to enforce the rules of war conventions. Stop trying to explain away murder and killing as a cost of some sort of theoretical benefit of having police. This is the famous "Rain Maker" scam being used by police .. if police kill, murder and maim citizens as a result of their police work we will all be safer because it is allowed ... and if we aren't safe we didn't let the police kill, maim, and murder enough people.

How many people are killed by cops unjustifiably? And of the few unjustifiable shootings how many were cold blooded murder and how many were human errors in judgement? That's a lot different than sending people to die in concentration camps.

If cops were really out there en masse shooting people for no good reason then they are doing a poor job as they should be killing a lot more people. They should take lessons from civilians as they are much better at murdering civilians than cops are.

Claiming a privilege to shoot first and determine the facts later based on a uniform or a badge is certainly exactly the same for cops and the military.  Following orders ( supposedly ) does not excuse killing civilians without cause or justification for both cops and the military.  What the public and civilians expect to deal with are peace officers and not SWAT teams.  The concept that if a person does not follow some idiotic order screamed by the police or military justifies killing them is a stupid beyond belief thought process on par with the military and the cops 5 year old IQ set.  Civilians and citizens in their own country should not be killed for not following illegal orders screamed by idiots with guns prior to their being any proof they are in the process of causing harm.  The fact that both police and the military lie to cover up their crimes is proven from numerous video camera clips.  Any supposed "peace officer" who kills a childs dog ( back to the OP ) for barking at him then claims privilege and denies the truth is unfit to be a human being much less carry a gun whether as a "blueblood" or "Rambo".  I know of no citizens who feel safer in their beds at night because idiots with guns roam the streets be they criminals or supposed peace officers.  Link below to "Peace Officer" and "Policing the Police" which shows the reality of much of the so called policing in the USA after SWAT teams and armored vehicles became the big boy toys of the police.

Before the video camera phones and digital video cameras revealed cops as the liars they have always been on a TV screen for all people to see all of the people killed by the police were vicious criminals and the cops let them draw first just like on a TV western. After the phone cam and digital video we have seen cops shooting at an autistic fat man playing with a toy truck and reporting he was holding a weapon and loading it. The answer is we will never know how many people have been murdered by the police in the past before the video camera as cops could kill without fear of being exposed as liars and thugs. Neither the military nor the police are trustworthy and can not be allowed to self report and investigate themselves as all of the DNA exonerated falsely imprisoned citizen cases have proven that the police and the military operate as an organized gang with their own rules or lack thereof. Who do lawyers, cops, DA's, judges, soldiers and generals work for ??? THEMSELVES!!

In 1994 Congress instructed the FBI to keep complete and detailed records of police killing and violence .. as of 2016 the FBI has never kept these records and the police departments across the United States do not report the killings and deaths of citizens while in police custody or during interactions with police ... in other words the police and FBI do not obey the laws or congress.  This fact is at the heart of why the police and uniformed security are feared and distrusted by the citizens of the United States.
