Apparently, it doesn't matter what kind of hips these dogs have,
if you got the right connections and enough influence towards the members of the SV-board (you might for instance be an SV-judge yourself), then you can still make a VA-dog out of a dog with ruined hips.
Zara von der Zenteiche started off with a hip-status of HD3 = NZ (still admissible). She should have been banned from any breeding programm, at least that is what the Vet said.
Strangely enough, a while later, she received an altered hip-status: HD-normal and even ran VA in 2010, thus being chosen amongst the Happy Few = the best of the breed.
Who is cheating who?
