My best advice for purchasing overseas, is to get to know the breeder.  Follow their progress at shows/trials etc. Message on Facebook, or email to create a friendship.  My first purchase was really scary. I found what I was looking for from a guy that seemed trustworthy. His English was shoddy, at best, although I was lucky he spoke English!!  When it finally came time for the bank wire I was nervous, but something told me it would be fine. And it was! My pup arrived safely, and exceeded my expectations, but had I not gotten to know the breeder I probably wouldnt have bought the pup. I have since purchased four more dogs from the same guy! One was a stud I searched for, and my guy actually found him in another country and after I paid a small fee for his time and gas he drove 11 hours one way to get my dog then shipped him to me!  He did his part by ensuring the stud wasn't sterile, and researched his offspring, and temperment tested him around small kids as I have three.  I do know several breeders here in the states that have been burned by people overseas either by not getting the dog/s, or never receiving documentation in order to register them in the states, OR they are shipped completely dif animals (verified by DNA). Do your homework and go with your gut. There are good people and bad people and like someone else said, people in a lot of those smaller countries are "starving". Times are tough and the opportunity to steal from Americans is all too tempting. Oh and for anyone interested, the guy I purchase from is Marko Gligic, with Vom Kommar Kennels. Hes a second generation breeder and has excellent show dogs. He posts pics and places at various shows he attends and is a very very nice guy!  We have become friends for life, and someday I hope to be able to travel over to Serbia to meet him and his wonderful family! Several months ago, I mooted the proposal that a section of the database be specifically set up for buyers to share their experiences of buying/importing dogs. Feedback could be input by buyers with regard to ease of process, quality of dog/pup purchased, ease of communication with seller, how the seller dealt with any subsequent problems regarding health/paperwork issues etc Buyers could also state whether they recommend the seller. This would at least give buyers some confidence.  

Just a thought.

I actually did not set out to buy an imported dog - but the pup I chose happened to be one that Nadia Adams (von den Ohertannen) imported, and that I purchased through Yulia of Kennels von Lotta. I would be comfortable recommending either of these breeders. I'm sure they would help a client import a dog or puppy, and they often have imported puppies for sale on their websites.

My young male was imported by Jerzy Pawlik of "von Hirschberg" - a Remo son. I am very pleased with this boy. He has a super temperament and is fun to work with! I feel I paid a very reasonable price for this pup, and Jerzy is another breeder I would recommend. He is now located in Texas. I've seen that he has some nice pups available now.

I imported two GSD's in the past 6 years at different times all great experiences but the key is doing your homework get references and if you can
go to that country and see the dog for yourself, if possible. It also helps to Google  for info. / references and others they have done business
with the particular breeder.
                                        The countrys I have imported from are Slovakia and Germany., sometimes it pays to go through a contact or
associate that is here in the states, it may cost a little bit more but the Piece of mind is well worth it.  Also always go with your gut feelings
if something seems wrong or smells fishy then it probably is fishy so stay away. Oh, almost Forgot / Bo Micah from Czech Republic/Slovakia

with K-9 Ambassador.   Andreas Hagemann of Von-Gawall in Germany, I  didn't fly into Germany had a liitle difficulty  with language but Andreas was another gentlemen
that was very nice to deal with.... would work with both of them again.

Recently. Chad & Yulia Have a very nice informative web site and are Patient & easy to talk to they'll answer all your questions Honestly. 
One can see her love for the dogs ,Yulia  is what I call a natural and another trustworthy person.
their are some great stories out their of imports and for every 6-7 great stories theirs probably 1 horror story.

Just my thoughts but always trust your
instincts :-)
