So sorry to hear SitesMom.  Like the others, I do not think there is much the owner can do, but love the dog as is and chalk it up to experience.

I´d think this puppy was sold for less money than normal? The owner knew about the facts?
If this is the case, there is nothing else to do now.

On the other hand - IF the seller asked for the same money as for a "healthy" pup and didn´t talk about the x-rays, THAN it´s seller beware ( although he legally might not be responsible ).

I don't know the cost of the puppy. 
I'm only getting one side of the story so I don't know if they was warned about hips/elbows.

I basically asked them if they sent the preliminary xrays to a specialist before buying that puppy, that I could see "issues" with the hips, so a professional would have been able to explain everything.  Puppies over 6 months that have been xrayed are usually  "what you see is what you get".  I asked of they had a contract or anything within emails that guaranteed the puppy.

They didn't show xrays to their vet prior to purchasing the pup. They did show them after the second set was taken. Vet was amazed by the change.
They didn't have a contract or any emails guaranteeing the pups hips or elbows.

The buyer is asking me what they should do, I told them, there's not much they can do.
