It sounds like this "breeder" is doing it all. Maybe someone should report him and see where it goes? Substituting dogs should be against some SV rule. Even AKC disciplines members for that.

Blitzen, the sale of a dog is a contract made by two parties ( in this case buyer and seller ).
You need to prefer charges in a civil court in this case. SV is a breed club, no court.
Sometimes the system sucks, but there is no legal way for SV to step in - the court has to decide - that said jdiaz needs to sue the seller.

Wow, so the SV is even more liberal than the AKC. The AKC would suspend or cancel breeding priviledges of any member breeder who would be proven to have substituted one dog for another. The SV sure makes and enforces a lot of other rules like which dogs can be bred and registered. AKC does consider certain complaints to be contractural such as  the failure of a breeder to honor a term stated in a written contract. In that case AKC waits until the matter is settled in a court of law and then they will act accordingly. However substituting one dog for another in a sale would be grounds for disciplinary action as long as there was DNA to prove it.

I don´t think they are more liberal - you answered your own question ( WHO WOULD BE PROVEN )

That´s the only possible way.

A breed club is a breed club and law is law. Everything else would be a conviction because of hearsay. You simply need legal proof.

Also, in the absence of national (or Federal  -  perhaps State ?) laws about the breeding and sale of

puppies which would cover this area of fraud / breach of contract, rather than the living conditons etc

of the dogs, the SV would presumably still be in the same boat as the UK KCs and the AKC / CKC:

they are dog clubs.  They may try to discipline their own members;  but have no say in what breeders

who are unregistered with them get up to.
