A couple of things;
If you have the knowledge and capabilities build it yourself. You'll save the labor portion and can either make it bigger or nicer? If not, either look for carpenters that srictly build sheds to do "sidework" on this project or look for carpenters that can build sheds/small structures, "sidework" also. High Schools or Co-Ops will have classes that also will build these. Not sure of Community Colleges?
Last Summer, I built a 12X20, two kennel structure with two kennels attached to rear on a 12X20 platform. Then surrounded that by a vinyl privacy fence. Materials EXCLUDING the kennels and fencing were $1,200.00 Labor was $800.00, (different formulas for labor, but a usual one is MATERIALS X 2 + 20%)
For the chain link portion on kennel shown you could use "cattle/livestock panels" in its place. Other options also.
