What color would you call a puppy born solid black, no tan at all.....Than by the age of 8 months, tan under the tail appeared and tan between the toes.....Other than those tan makings, she is totally black.....No tan bleed though at all.....Dad is a sable and mom is a blk/tan....

The only way to get a dominant black gene in the GSD is from an outside source, (read not purebred!) or a mutation (unlikely). 

Nona, sounds like you are describing a bi-color pup which is a type of B/T with a different gene tag, see this post for more, eichenluft explains it:
