For dogs that you wish to get a Koer rating you must send x rays to the SV.  OFA is not accepted. 

You can do your xrays at 1 year for the SV and send a copy of them to the OFA for a pre lim rating as well.

OFA is accepted for breed surveys.

You must have the SV a-stamp for the elbows for breed surveys, they do not accept OFA elbows because they only give a pass or fail rating. OFA hips are fine I think, just not the elbows. Like Laurel said, send in to OFA for prelim and send to the SV for certifications at the same time. I just did this and of course OFA is so much faster so it was nice to be able to breathe a little knowing that OFA passed them then I should get the a-stamps which I did just the other day :)

I guess your point is very valid!
I bred my labrador with a female that looked fine and healthy, he was ofa fair,
the people that owned the lab were planning on having her hips ofa'ed after she had her pups,
sure enough, to mine and their surprise, No Hip Sockets on both sides!
  The vet said that the dog would never be in any pain cause there was nothing to rub together,
but to keep her lean throughout her life.

I always do think back on that dog, they had her fixed right away.
She could leap over a gate no problem, you would never had known how bad her hips were
without the x-ray.

I like the idea of database results so research into the dogs, progeny, siblings, etc. can be done. The thing with the DM on OFA is that you can request to have the results withheld from publication if the results are not clear. At least that was the case when I did the test last year.  I have not done OFA hips/elbows yet since my dog is not two. So I don't know if that is the case for those results. However, my prelims were sent to the SV and rated A-1.
