I have posted his information, as he has made it public, although I did not ask his permission.  He has made it public already.

I really hope for the sake of the sport and world competition, there is a good response to his offer.  It is an outstanding opportunity.

The vaccine not available in the U.S. does not prevent the disease,just limits symptoms, but the dogs who survive will be carriers for life.

Currently, an effective vaccine is not commercially available to protect dogs against babesiosis. The previously mentioned vaccine against the soluble plasma antigen produced by Babesia organisms limits the clinical signs of disease, but does not affect the development of parasitemia. Owners should be aware that animals that have survived babesiosis remain subclinically infected. These dogs may suffer a relapse of disease in the future or serve as point sources for the further spread of disease in a given area (2). In addition, dogs that have recovered from babesiosis should never be used as donors for blood transfusions because the recipients may develop the disease.

Also, Bartonella (the one that caused cardiac damage in one of our club dogs and 7000 in vet bills just to keep him alive--his heart is barely functional) ehrlichiosis which just caused another dog to go into seizures, the new disease related to that ( A previously unknown species of the tick-borne Ehrlichia bacterium was responsible for mysterious infections affecting four people in Wisconsin and Minnesota in 2009, researchers reported in the Aug. 4 issue of the New England Journal of Medicine. http://abcnews.go.com/Health/tick-borne-disease-found-upper-midwest/story?id=14233404 ) and the old ones (lyme, rocky mnt, anaplasmosis, etc.) are here with a vengeance.  Changes in climate are partially blamed, but whatever the case, the threat is real.

Still, vaccine for Lyme is considered to be a likely cause of degenerative arthritis and not that effective.  As stated the Babesiosis vaccine does not prevent disease or stop the dog from being a carrier, and they are working on a vaccine for Bartonella as the endocarditis affects humans as well.

Why never for donor if was vaccined?
Vaccine worked max.6 month, and you can free check a blood for Babesia (1/2 hour it take - not much).
So, your mine is, that better dog killed with Babesia, than he will be ill and owner have time to give Medicament?
Yes, it can be, that dog after vaccine show not all simptoms, and can have in this time another Tick, wich bacome Babesia from ill dog. But it is not rule, and very small shance, for my opinion.

Babesia organisms are not always present in a blood smear in sufficient quantity for detection in an infected animal even when the animal has symptoms and the vaccine does not prevent infection, just affects symptoms.  PCR testing which is available only in a few labs and is very expensive, is the only real way to detect the organism for certain.

There are articles out there about using Zithromax and Mepron instead of Berenil.  Might want to research that.
