3) The Kennel Club should require by (date) that ALL health screening tests will include on the "Test" documentation a clause making it clear that the the KC Registered name of the dog and the test results will be published.

I've got nothing against 'going for the loaf'. It's more how you go for it that will make a difference.
I would think that any breeds relationship with the KC should be considered symbiotic, and always developing for the better, by two way communication. Breed Clubs will not always get what they want, and sometimes the KC won't get what they want. Many breeds are progressing breed health with the KC, and, more importantly using their money and infrastructure to do it.
As for your point 2 being the way, it's a nice ideal, but everything I've heard and seen so far indicates there is not the will (agreement between members), the manpower, infrastructure or the money to make it happen. What counts is not a nice idea and lots of terrific proposals, but actually making it happen. Meanwhile what is happening to breed health? IMO we are losing out.

Amongst the positive responses I have received is an email from a Kennel Club General Committee Member, who wrote the following:
"I found your recent article on screening with proposals interesting and personally think the points you raise are worthy of proper discussion and agree with some of your suggestions.
Can I suggest that you formally write either personally or through a breed club to the KC Health Group with these proposals, and also consider the Breed Liaison Council route? That would enable the proper discussion to start within the KC at least".
I hope my proposals are widely circulated throughout ALL British Canine Organisations and publications, also posted on many Internet forums.
The debate has commenced, we should take all steps possible to ensure these proposals reach a very satisfactory and positive conclusion.

The email from the KC committee member is very encouraging, and I hope that this is progressed with the KC breed liaison council in a positive way, to ensure a positive outcome.
This could lead to the betterment of all breed health across the board in the long term. Fantastic.
