I have made her a kennel with runway and installed cooling machine for her  in my backyard, i designed her kennel by keeping in mind that she'd see everybody on the road, actually her kennel is opposite to the main gate of my home. but in the evening she is free to go anywhere and she sits with main gate and watch people, she keeps watching cars/people but sits silently. I thought it would be more better if i build her kennel opposite to main gate. is it a bad idea?

Khurrami.
Position of the kennel seems to be done right. But there is more to it then that. If this dog is going to bark then it is going to be a bark caused by frustration.
Listen carefully. Dogs and especially GSD are social, pack oriented dogs. Your dog is stable dog but feels rejected from the pack. She has no reason to protect you or the territory. Yes GSD needs to be bred for territoriality and yours is probably lacking there somewhat. But more importantly she needs to "belong" she needs  your presence. She needs to be in the house with you when you come home and especially at night. She needs to go for a ride in a car with you, to go for a hike or walk with you. She needs to be and she needs to feel that she is  YOUR DOG . She needs to feel that she is a part of the pack - your pack. Give her  the opportunity to be that way. And she will guard you with her life.

Totally agree with Prager.  A dog needs to feel a sense of belonging! - the Pack.  Then he/she has a relationship and bonding, plus loyalty to the Pack.

Get a herd of Geese for outdoors!!

Agree 100% with rottguy1980 and Prager.  My dogs are are treated extremely well, live indoors, sleep with me, never bark, love people - but if you break into my house, they will gladly bark and tear you limb from limb and no one needed to teach them this.

My neighbor from years ago had a GSD bitch that didn't bark...the neighbor heard the intruder screaming and followed the trail of blood to the road from his front yard.  They don't have to bark to be a good guard dog.  Silent and deadly can work.

I haven't read the rest of the replies, but I have a 2 year old female.  She had her first heat cycle at about 11 months old and until then she had never barked, not once, and I'm not even kidding.  We didn't hear a peep out of her.  I honestly was worried about her.  As time goes by and with each heat cycle she matures more and has become more protective.  The one thing that has been nice about this is that she is not a pointless barker, she barks only when there is something to bark at and her bark always means business.  When she barks I get up to see what's going on because she doesn't bark for no reason.  My males have all been barkers.  They would bark at their shadow, but they had a pointless bark and a business bark....my girlie has no pointless bark, only a business bark.

My 14 week old male is pretty quiet too, he barks business when Ariel barks but for the most part Ace is just the same, no bored barking just to bark.  I hope that he stays that way.  My boys have always been noisy.

My 11 month old female barks. She is getting a little more mature and is has stopped barking at my neighbors. I like her to bark but I dont want her barking just because she hears a car or a noise. I dont want her barking why my neighbors are watering the lawn no reason. But late at nite if my neighbors are outside talking and I mean very late she gets very agitated. If a strange car parks in front of my house she lets me know. I am getting to know her barks. She is an outside dog. But very bonded with the entire family. Even my 8 yr old beagle. She watches my beagle when on walks and doesnt like her to get too far. You really got get to know your dog. The bonding is important and can be done if the dog lives outside or inside. I am sure you are bonding if you are taking the time to research and ask questions. Good luck.
