I was there on the day and the steward may have been close and even speaking to the judge. Could you actually hear what was being said or did anyone else. All stewards need to speak to judges at some time whilst carrying out their duties. A complaint, if that is the case, should have been lodged on the day according to the rules and regulations. Kimi it sounds like sour grapes to me.
In the respect of  your question       Is Scotland promoting loose hocks . I think not as Scotland is a country and not a judge.
Young animals are not as firm as older one's, but you yourself should understand this, or are you saying all the animals in Scotland are loose in the hocks I would like to see your reply or even better still let us all know , in your wisdom, how many were in each class.
