Just curious...what would be some of the reasons that a breeder would keep a pup for that long before selling him/her? (Besides the obvious of not having a buyer.)

To the OP: What about a GSD Rescue? I've noticed that some of the rescues I've looked at (not in your area, but in general) seem to have quite a few younger dogs. Good luck.

One reason: The pup at younger age showed promising future then as it grew up the breeder found out it is not upto the expectation.
Another possibility is at round 1 year breeders do preliminary HD/ED testing, if the pup is not good enough for breeding/showing/competing then it is sold, if breeder is honest the whole information is revealed to the buyer and if not then the information remains hidden, that is why finding a trustworthy breeder is one's best chance to buy a good dog.

I did look at the possibility of a rescue dog but non in my area had a GSD that i wanted. Although there was this one that caught my eye...the only problem is that he is 3 years old already.
