It would be a different story , like the soldier that the US government gave the soldiers own personal bomb detection dog to his family, overrulling the government rules that that dog had 2 years left of service.....that is a wonderful thing to do and if this soldier , being from Canada had one particular dog he rescued , let the familhy have that dog.....not any and all....yes , many a man or woman in the USA has gone to jail ,here in tEXAS, LAST YEAR, three,,,,for opening rescues,,,taking in all the pets left and dropped in their place,,only a year later to run out of funds...out of food,,out of help from friends to keep up,,,and found hundreds of dead,,,diseased, and hungry cats and dogs,,,the county had to go in and take over and ceize and now they are overloaded in three spca units and actually they euthanized a big portion of them....
Horses the same thing,,,,,one owner here in Texas felt sorry for people not being able to keep their horses....Yeah ,bring them to me.....He got sick ,,,,no one bothered to check the pastures and all the horses were a rack of bones.....he had rescued about twenty .....all were ok but two,...saved by the Van Zandt Cou Veterinarian orginazation and a ymca group....

as for this family, i hope they get the dogs. whether in peace or war, sometimes one of the very few "normal" things a soldier can hold onto is feeding and caring for a stray dog or cat. i hope also, that this family realizes the need of the strays in their hometown or state or country. they're just trying to grab hold of some piece of their son who is gone.

Baghdad, Dec 15, (VOI) – Iraq’s anti-corruption board revealed on Saturday that there were 5 million Iraqi orphans as reported by official government statistics, urging the government, parliament, and NGOs to be in constant contact with Iraq’s parentless children. “The government should set up an institutional or legislative program to help the Iraqi orphans. Iraqi is an oil-rich country and it is not acceptable that its orphans remain groaning in this tragedy,” the anti-corruption board chief, Moussa Faraj, said.
