We have our dogs on Premium Edge salmon....all their coats have improved. They have been on the food now for about a month.  I am very pleased with the improvement in the dogs coats.

This is a real good question.   I would recommend Vet's Choice not 100% grain free but an excellent food priced right.

I buy my food from Sam's Club. They have a Member's Mark Lamb and Rice formula. It is similar to Purina Pro Plan, but much better IMO. It is also steriod and hormone free (supposedly). On top of that, I buy Fish Oil and Veg Oil in bulk. I add 3 capsules of fish oil and one cap of veg oil per day. The bag is either 45 or 50 lbs and here in Florida it runs $28.99 per bag. Compare this to Purina Pro Plan (which again is not as good IMO) that costs $32.99 for a 35 lb bag.

Why pay more for some of these foods that are only adding extra fatty acids? I can add that myself for less! Of course some foods are MUCH higher in quality, but is also seems like some just charge more for not much better of a quality rather than a few extras thrown in (such as fish oil, etc).

We've tried Royal Canin, Blue Buffalo, Eagle Pack, Science Diet ID, Solid Gold, Purnia Pro, raw for 2 weeks and TOTW.

TOTW is the only feed that all of our dogs can eat and none get the squirts.....we're staying with it. - Raw was THE worst what a stinky mess !......

If you have a Tractor Supply Company close by, its a little less expensive there.

Wish I could give you an alternative.

Kirkland Lamb and Rice.  Been feeding it for 10+ years..  My dogs speak for the food.  They look awesome.  NOT the Chicken and Rice.  Mine do not do as well on the Chicken.  No wheat, no corn, no by products.  Great food and awesome price.  They also carry canned.  I use it also.

Kirkland kibble is manufactured by Diamond and sold under the Kirkland name. 

Dogs with food allergies/sensitive stomachs tend to do better on Lamb than they do on Chicken.

I second someone with "Diamond NATURALS" kibble if you want a low-priced/economical kibble.  I believe Tractor Supply Company in our area sells a 40 lbs bag for $23 ($1.74/lbs).  In Diamond NATURALS (not regular Diamond), there are no by-products or corn, but "white rice" is an ingredient immediately following "brown rice."

I think Tractor has started selling TOTW and Blue Buffalo as well now, and their prices are cheaper than PetCo/PetSmart.

Flint River Ranch is an all natural oven-baked dog food.  All ingredients are human grade, no bi-products or chemical preservatives.  Made in the USA.  Shipped to you.  Cost for 40 lbs. is $65.72 (inlcudes shipping).  Not the cheapest but not the most expensive either.  It is convenient to have is shipped. I have 2 GSD and order 40 lbs. every 23 days. I know a GSD who lived to be 14 and was on it his whole life.

After going broke on Royal Canin and tired of giving all of the big companies our money we decided to
see what we could find local to us and reasonably priced.

Although we feed our dogs primarily raw we do mix in some kibble and we feed our customers dogs and sell them
Country Naturals.  Also with 5 dogs raw will make us broke so we kinda juggle who gets what...competitors and house dogs dont all eat the same shh dont tell them!

Not sure where you are located....but if you want to drive to drive to me in NJ we charge approx 33.00 for 35lbs.
Very palitable. We have had little or no issues with the food and had die hard evos and orijons switch over.

I would even sell you the big 50lb kennel bags they are plain white no lable at a discount cause I admire anyone that can and does foster!

PSP just started carrying Horizon which is very moderately priced for the quality.  You can also check out Triumph which is a good food for the money.  Granted there are much better foods, but since money can be a big concern for foster homes, I would check it out.  It's certainly nothing you have to feel guilty feeding like any of the grocery brands and I'd fit Triumph over Euk, Science Diet, Royal Canin or any of the other pseudo-healthy foods.
