You don't just instantly know how to train dogs of varying temperaments and sizes, you learn that skill. Women are clearly capable of learning, it's just a question of what they decided is worth learning. Most women did not learn how to handle dogs because of their traditional gender role.
The general public is clueless about everything they really need to do to get a well-mannered, socialized, and able dog. Hell, over half of US dogs are fat. It's no surprise a majority of women cannot handle more challenging temperaments: the majority of people can't even handle a Pomeranian without making it an ankle biter.
