I am not sure if I am misunderstanding your post or not.  I am unclear if you are referring to all Police K9s or just the ones who are poorly trained. 
I am the first to admit that Police training is not always the best.  There are some very poor examples out there.  That does not mean that they are all poorly trained.
Come watch the dogs here any day.  A reliable "out" is mandatory.  They do not have issues with the dogs failing to recall or out.  Nor do they have issues with dogs biting when they should not.

I am not quite sure what to say to this.  That is extremely offensive to those who work their asses off day after day, training, working and bonding with their dog.
Police K9s play a vital role and any handler I have ever met understands are respects that.  They are not simply a weapon or "toy" and certainly not used to get "jollies".

I'm laughing at another of your bad jokes.  Where do you get your information about Police K9's and liability?  How many Police K9's have you handled in your career?  Talk about a complete line of bullshit, this thread has it all, from so many different people.

My new PDB expression will be "WOW."

To the poster that stated that Malinois are good for the Gsd breed and it's bettering the breed, I don't know if I agree. I see too many breeders and handlers that are looking for a Malinois in GSD clothing. Does that help the breed? I don't know. There's nothing wrong in improving the GSDs prey drive, but when we forget about the rest, we're ruining the breed. What kills me is the overwhelming love for the Malinois speed. What the hell are we training these dogs to apprehend, a gazelle? I mean, c'mon. A three legged St. Bernard can outrun a man.

Can you or someone please tell me who sells puppies from KNPV parents with a 45kg sire in this country, and general price?   Prefer Dutch Shepherd, but will consider Malinois also.

A good example of the Dutch Shepherd, Malinois, or GSD will be a good Police dog, or a good sport dog.... You will find good and bad examples of each breed on the street, and the sport field.

I work a GSD on the street, and a GSD in the sport. My sport dog hits harder and has a faster entry than my Police dog. My Police dog bites harder and has better biting technique than my sport dog. All the fast entries and hard hits in the world won't help you if you dog doesn't find anyone. Most physical apprehensions occur after finding a hiding suspect, so there are more important drives and traits to consider than just how hard a dog hits.

What does it matter if  more GSDs have HD if you are buying a dog that doesn't have HD? Most vendors provide xrays when you purchase a dog. I had my dog xrayed and health checked after he passed the selection testing. As far as I'm concerned, the health screening is just part of the overall testing of a potential K9, so if you buy a dog with HD then your selection testing is at fault.

 The LEO in question has some valid points however, once again it is a matter of personal preference. I have been a PSD handler/ trainer for a very long time and myself I prefer to use the Shepherd. I never have and never will work a mali. I do not care to train them either although I have had the misfortune of training quite a few. Just my preference.
I look at it this way, if you want the Ferrari, then get a mali. If you prefer a Cadillac, then get a Shepherd!

The only Mal I encountered was one that was a K9.   A police officer brought him to our school and demonstrated how he could find drugs.  He (officer) told us his Mal cost $15,000 and was purchased from Holland.  The Mal literally shook like a leaf the entire time; he could not be still, even when he sat next to his handler.   The officer said his Mal was like a gsd on crack because he could not be still and was never calm.
