She is an a "protection dog" and aggression is part of her job.I do not want it corrected. I may have to correct the handler in his non-thinking.
 I think I can use a clean shop vac with a high velocity nozzle and blow the under coat off, then bath her and do it again. I will come up with a way to heat the the air being blown on her with it being so cold.

NO need to heat the air: if you hold your had over the exhaust of a vac, the air is already pleasantly warm. And the groomers (the one that works for ME anyway) doesn't bother using warm air to blow the coat dry. It can dry out and irritate the skin.

Seriously though, a rake, rubber curry comb during bathing and a horse shedding blade are the only tools I use. I'd kill for a forced air dryer though.

When you say handler you are talking about a police officer? I misstook your comment for a "Show" handler. My mistake.
I use to groom police dog. Those that were aggressive got a muzzle. But they got groomed none the less. And none of the PD handlers ever stayed with the dogs. Because it tended to make the dog more aggressive.
If you have a shop vac just use the discharge vent the air will be warn. You can wrap the rest of the dog in towels to keep her warm until you get to the area you need to dry next.
Also you don't really even need to bath the dog to do a "Dry blow out" Just put a condenser nozzle on the hose and back blow the coat to force out dead hair, then you cna brush her after to correct the back blown coat so it lies naturally. No need to even get her wet, but dry blow outs won't get out as much coat as a bath and blow out.

I used the exhaust off of my big shop vac and blew the hair backwards until no more hair. Then gave her a bath and did it again. Worked good, thank you for all of your help.

Wow Paul! Either you have really great snacks or your working your people in a really shitty area. Because none of my venders that come to my company need a fully loaded dog to conduct business.

Cold drinks, We service over 100 apartments and as many low income drug infested apartments as possible. The low income= buy a lot of soda's. There are a lot of vending truck robberies across the nation every year and I hope they think several times and not try to rob us. When I have to repair machines I can leave my tools on the back of my truck without someone stealing them. I am able to do location most won't do.

I do deliveries myself... I notice that 99% of these shall we say "low income" people are scared shitless of dogs... it doesn't even matter most of the time if a dog won't bite, as long as they "talk the talk"... LOL
