Thanks for sharing this update, Keith. That is typically how it goes--it's all done with a 'wink-wink/nudge-nudge' because the laws require that 'excess public property' must be disposed of at an auction open to the general public, so there has to be all this 'end-run' planning, and donation collections and such just to ensure the right thing takes place and the dog gets to retire with the person they've bonded with since the day the two were introduced.

It would be so much easier if communities, states and the federal government just revised their laws in recognition of the fact that their working dogs are NOT just a piece of property, like a gun or a vest, and make it policy that if the dog is being retired, the handler or their family [in cases where the handler's life is lost] gets first right of refusal to ADOPT the dog AT NO CHARGE, unless the handler has been proven to be neglectful or abusive to the dog [because let's face it, it takes all kinds, and every year there's reports of K9's dying locked in hot cars because their handler 'forgot' about them]. And then, if the handler or family chooses not to adopt the retired dog, it shouldn't be auctioned off like an old squad car--the dog should be made available for adoption to others on the same force, and then to the outside public, with former K9/MWD handlers with good references having priority over civilians.
