Definitely not...I just feel you have a better chance of getting a stable dog with a workingline.  Everyone is going to have their opinion, do what I did....research, I searched for over half a year on the different bloodlines before even looking for my first pup, and I chose right....in time you'll end up developing your own opinion, what we say on here might help you but it will probably confuse you...Showline lovers vs Workingline lovers....can't win, you have to decide.  I loved my first Shepherd, got her when I was 8-9 but she had her issues, we did agility but she had weak drives looking back, you WANT drives...just the right kind. 

I used to believe "there is no such thing as a bad dog, only bad dog owners"  well, a lot of that is myth, if you get a poorly bred dog, there isn't anything you can do to stop it...you might be able to keep the bad nerves at bay but like you hear in the news, family dogs can just snap.  It's all in the blood, second is how the pup is raised, one thing you don't want to do is get a cheap pup, be prepared to spend $1,200+  Make sure they guarantee hips/elbows and there is no fine print, if there is.......they aren't confident in what they are breeding.

This maybe going way off topic but have you thought about searching around in your local shelter/rescues to see what they have before going to a breeder? Do you know that you can get a good quality west german showlines for campionship that are unfortunetly in rescues as we speak of? They don't have a temperament problem, just that many people don't have time or cant afford to care for their dogs so they toss them in shelters/rescues.

These dogs are currently at a HIGH kill shelter. They're currently at Miami-Dade Animal Services In South Florida.  Yes these dogs will be spayed/neutered because the shelter doesn't want these dogs bred.

Owning both WL & SL now and in the past.....I can guarantee you, that both contain garbage & excellence.
I've owned in the past, a couple of WL (both Czech & WG) that either had such poor nerves, that they were either PTS by adult age or altered and placed as a pet.... Then adding to the list of disappointments...purchasing a couple of SL's that were so completely brainless, that I often worried if they would remember to breath...
*ALL of these dogs came from prominent kennels and solid bloodlines*....go figure...

Finding the "right" puppy or dog is the key.....any genetically sound GSD should fit your requirements.
*Breeders are simply (authors) for this breed.....some make for a good "read"....others..well, not so much.*

I agree with you...sounds like a diplomatic solution, there are bad dogs in every bunch, I've seen some psychotic workinglines (handlers too). ...But I have seen more Showlines then workinglines with terrible temperament and sadly Showliness ARE the reason German Shepherds have a bad name, people at apt complexes or trailer homes with a pet, can't move there because "German Shepherds are vicious"  But, try telling them it was from years and years of sacrificing quality for looks and they are trying to balance good nerves with looks and not every dog can be at fault.  How often do you hear of a workingline ripping a little girl's face off compared to a Showline?
Sticking to my guns...as I have said before I'm so confident in what my dogs are producing, I offer a temperament guarantee too, not many are willing to take that risk....very few people do this.

Actually.....I can't remember any time that I heard of a SL dog ripping any child's face off?...or a WL for that matter.  I have heard & read several reports of GSDs being involved in dog bites and or maulings...as with many other breeds.
Glad to hear that you have "personal" confidence in every puppy that you produce now and in the future...to offer such a  guarantee. (be-careful what you profess to the world ).
ANY living creature can produce an offspring(s) not worthy of reproduction...be it because of structural deformities, problems in health or neurological weakness.....
To suggest or profess absence from any genetic "temperament" issues....shows (good intentions) but also immaturity and lack of experience.
JMO...meant not to offend.

To the OP...
You can find the perfect GSD pup/dog for your specific requirements....genetically sound puppies can be found in all bloodlines.
