My understanding of it is that it's from the dry air due to winter/heating the house.  I know my skin gets sooo much dryer/cracked in the winter also.  I'd find some sort of moisterizer to put on it before it gets bad.  The hair should grow right back after the humidity goes back up.

With my dogs it was more than just a dry air issue.  It would happen spring, summer, fall or winter.

Luckily, my dogs never got as bad as the picture.  The tip would be worse but the ear margin about an inch down from the tip would lose hair and be crusty.  They did not itch their ears any more than usual.
