Who knows why people do what they do. Maybe the female owner is raising a litter for his own purposes (training for Service work, etc) and found a nice male he liked. People breed dogs without papers all the time, most Guide Dog, Service Dog organizations don't spend the money but they  know the pedigree as I believe the man you are speaking about possibly does. Geeze, police/military organizations do it often as well. Now, do I think the dog should be xrayed, yes, no doubt, but then even some of the "top breeders" I know have bred dogs non xrayed, non titled and pawn their dogs off to others to care for and even train. And why are you stuck on his profession? So, what if he was an ACO or the Mayor, why does that matter? I think you are just trying to start crap as you are apparently close to the topic. My suggestion is to then not refer anyone to this litter when born and if you believe you are an "ethical" breeder, keep doing what you do and don't worry about it.

After so many years doing rescue, believe me, there are just as many backyard bred GSD's in the pound as from breeders who claim to be "ethical". When I call those "ethical" breeders all teh suddon they don't remember how to answer an e-mail or telephone message. Unfortunately there is a market for everyone so keep doing what you think is right and don't worry about the rest, that's what I have to do. Cause simply said, "You can't fix stupid!"

I can think of about a  thousand $1,000.00)  reasons to breed a VA dog to an otherwise good untitled/inpapered female....   The AC guy is going to breed his bitch to a male...  That is going to happen, so why not have him breed to a good dog so as not to further harm the breed.  Would it satisfy those you who feel against this if the owner bred his female to a male that is physically unsuitable and has an unstable temperament?  Then again, how many are willing to pony up the $1,000 US stud fee?  That may be the downside of owning a VA dog...  In the US, what is the annual average number of outside breedings that a VA dog does????

IMPO, there may be a little jealousy at play here.  Want to breed to the VA????  Pony up the money.

Haha, too my way of thinking there is probably a chance the dog has or will acquire papersTeeth Smile, so as to register the litter. The GS has been the 2nd or 3rd  most popular breed for most of past thirty years....the sky didn't fall, a lot of drama projection, ......but basically I agree this shouldn't be done, I wouldn't breed to a VA dog...just sayin.

 For the OP, to answer you, NO I don't believe an ethical breeder
would breed a registered dog to an unregistered dog, I also don't 
believe an ethical breeder would breed dogs without any health 
certifications done, or some sort of performance titles.
