I agree, as all of us have had females or males we had to determine not to breed.
Not every dog who passes hip certification is worthy of breeding. There is a lot more to the Breed worthy testing.

Though good hips are important when breeding dogs, I believe good temperament is even more important than good hips. If this female is nervy, poor temperament and lacking in drives then IMO that makes her less breed worthy than questionable hips.
and besides, if you ask yourself if you should even be breeding a dog, then answer is always no. If an owner suspects their dog isn't breed worthy then they should stick to their guts and not breed.
