The AKC can issue an inspection of someone's premises if there's enough solid proof of things not being "kosher" presented by a reputable individual. If things all don't make complete sense or equal up to the AKC's expectations of breeders (records, etc.) according to the AKC Inspector, then the AKC can temporarily suspend and possibly END their right/ability to AKC register dogs and puppies. That would at least halt that aspect of things, maybe.
The AKC will only take serious cases supported by hard evidence to heart. You must realise, on the flip side of this situation, there's some people out there who sit around alot and have nothing better to do with their time than make complaints to the AKC and call them just to attempt to cause problems for someone else whom they're jealous of and/or wanting to remove from competition breeding. The AKC realises this also and must take that into account also. So they have to consider both sides. That's why I said earlier to have as much documentable evidence as possible when approaching them to encourage them to take action.
As far as other kennel clubs, I would think the same thing could be done by writing to them and presenting copies of the evidence.by MAC70031 on 30 May 2009 - 22:05

AKC could care less! They registered 3 litters from my last American-line gsd, who not only was spayed at 6 months (before ever having a heat cycle), 2 of the liters were registered AFTER the bitch had been long dead. Mind you, I had advised AKC of a burglary at my home (complete with police report) in which her registration papers were stolen THREE years prior to ANY litter being registered. To add insult to injury, the AKC refused to tell me WHO registered these bogus liters, because only the "owner" can have that information.

Since they're obstructing the police investigation of your burglary by not saying who's got your dog's papers, call the state Attorney General's office and have them give AKC a call. That might get their attention.
Also, they are damaging your reputation by allowing cr@p dogs to be registered with you as the "breeder," so a defamation suit might be in order. Consult an attorney.
