A lot of animal control officers are not very sympathetic with people who lose dogs because they are not exercising "due diligence" and obeying the law. I think the leash law applies in most (if not all) areas of the US. Some hunting dogs are able to roam free with a radio collar on, only when they are hunting and being actively monitored or tracked by handlers. Even hunting dogs have to be monitored in some manner. Free roaming dogs just out running livestock and wildlife are a huge problem in rural areas.
Regarding the person who you speculate MAY have your dog.. Well, you know how it is.. If someone doesn't want to cooperate, there's not a lot the authorities can do, anyway.. without a warrant. Most judges would not want to be bothered with this. They won't issue a warrant, based on a suspicion on your part. And, they simply don't have the time. There are more important things to deal with in the court's daily business
What I do see, is a tendency to cast blame and get angry or frustrated at others, when only one person let the dog out to roam.
Another thing I have noticed is that irresponsible people don't ever want to listen to laws and good advice. When things go badly, they don't want to hear about it being their fault. In other words, the lack of responsibility is consistent, throughout.. before and after.
I've been following this thread from time to time, just following up and hoping there was some good news.

Every time I see this thread's been bumped, my hopes are up. I would go with the PI suggestion and start with the telephone number. There are ways to trace people. Wasn't this contact due to a posting on Craigslist? I'm sure there are ways to find him and at least go check it out. I would not take NO for an answer. Once you ascertain that the dog is Halley, then you could involve the authorities. I'm still hoping...

I had my friend call him and I had her act like it was possibly hers. The last time that I talked to this guy he mentioned that this dog had on a camoflauge collar, so I had my friend say that halley had a camo collar. We will be meeting at my vets office to see if its her when he gets off from work. Sneaky Sneaky.

Oh I do hope it's her...but don't get your hopes up too much. If she didn't have a camo collar on her when you had her, why would she have one when she was found? I'm confused. Did I miss something? If it is her and the vet finds the chip I'd be taking her back to the shelter and raising some hell over them not checking her twice etc. Good luck and let us know!
