I think the pup is likely a long coat GSD. However, he/she does not look to be 16 weeks. I would think the age would more likely be 8 to10.

It is difficult to judge just from the photos, though, as with no humans in the picture, i can't get an accurate idea of how big he/she is.

It is also difficult to judge breed in a pup this young. There's a dog that belongs to a member on here (Beetree's Beau) that everyone thought MIGHT possibly be a purebred GSD when he and his litter mates were tiny. Now that he's growing up, it's obvious he's a mix.

That is a strange looking puppy, and i don't mean to sound rude, but it's got a big head, fluffy poodlish coat and tiny dainty feet.
The feet make the rest of the puppy look almost cartoonish. If this pup a male or female?
Where in the world are you lacated?  Maybe it's an Australian shepherd pup, with a full tail.

I agree that the pup certainly does not look like it's 4 months old, more like 7-8 weeks old.    It's possible that this is a purebred longhair GSD...but I've never seen hair so curly on a GSD pup and it's structure is not typical GSD puppy structure (neither showlines nor workinglines.)
I'm inclined to think this pup is not purebred,  if it has GSD in it, I cannot tell what other breed(s) is there too.

That is one fluffy puppy. Cute, but I will also have to agree that it does not look 16 weeks old.

Shepadoodle  ?

The large head and muzzle really make me think of a mastiff type dog like a Rottiweiler. Maybe a Rott x Poddle? Even the ear set looks like a Rotts.

i was thinking tibetan mastiff or TB mix....
