Doesn't help you much now, but in the future, don't buy unless the paperwork is in hand.
There may be cases where a breeding was done in another country so paperwork might take longer, however, the breeder should be able to show you proof of
the progress to date on registration: ie; copies of paperwork etc.
If you have a written sales contract that states you are to recieve AKC paperwork, send her a formal written request via registered mail, giving her __ amount of time to send you the paperwork. If the deadline comes and goes, simply file suit wherever your contract indicates it must be filed and sue her.
Send a written complaint to the AKC as well as Animal Control, you can also CC her on the letter too so she is aware of your actions. Turn the heat up on her, and whatever you do, do not threaten..ACT. No posturing, threatening etc, simply follow through with a well thought plan of action.

There is no reason that a breeder can't have all pups registered individually at AKC within 4 weeks of when they're born so all that he can just sign the back of the registration certificate over to the new owner. They should all be microchipped by 6 weeks of age. I suppose that if you're going to buy a good dog at a reasonable price (not cheap) from the breeder the breeder should be able to fully turn the dog over to the buyers possession.
