I found this article online. What do y'all think?

<'Dog asbos' come into force in Scotland -- The Control of Dogs (Scotland) Act aims to judge dogs on their behaviour, not breed, and gives powers to impose penalties on irresponsible owners...

I would love it if this was introduced in the US. It would finally make owners accountable for their dogs' behavior; which is something I think it severely lacking.

I agree, it would be great to see something like that in the US

Well, even though that sounds like a great idea it will bring difficulties too.
Like in my case, I have a neighbor that is a royal jerk. And after I moved in he started bothering me(he has a wife).
He intentionally came up behind me in my yard and yelled out---- Hey!!
Of course, it freaked both my dogs out, scared me to death also, I think I yelled out in fear and then my dog jumped up on him, scratching him and my little Boston did the same thing. Well,  a year later he complains to the authorities about it.
#1 he was on my property
#2 he thought it was funny at the moment, laughing and smerking about it.
#3 if we had this law , then I could have my dog taken away because it would be my word againist his.

Also, after that I told the police to inform him to stay away from me and to stop coming onto my property.
So far, he has taken and kept my mail that I guess arrives at his box somehow?. Opened up letters from my cell phone company, and the bank!! So ,now he has my personal info!!

He will bring them over and lean againist the front of my house away from my window along the door and I just know he is hoping that my dog will stick her head out there and snap at him.
BTY, she hates him. She smells him and growls. She never forgot what he did.
So what I am saying is Laws Suck! And you have to be very careful about earmarks in the laws. All that small print bull crap.
I think that any BSL is no good! period.
I don't buy any dog from any breeder that doesn't have a CGC or BH with titles period.
I wouldn't even vote for a BSL over improving anything.
Does that make sense?
I have to be careful even everyday bc I have a bad neighbor with bad intentions and I should not trust him. I trust my dog more then people period!!  I don't think my dogs were in the wrong for how they reacted. In fact, I never seen my dogs act like that.
I show my dog and she has a great temperment around everyone in the show ring. And she loves children too. But, my neighbor, I don't even like him!!

I found this while trying to fight a local BSL that was in the very beginning stages in my area.  I found it to have some interesting information.

http://www.avma.org/public_health/dogbite/  -----  A community approach to dog bite prevention (PDF)
The American Veterinary Medical Association Task Force on Canine Aggression and Human-Canine Interactions

Quote from the article ------

"....Breed or type bans—Concerns about “dangerous” dogs have caused many local governments to consider supplementing existing animal control laws with ordi- nances directed toward control of specific breeds or types of dogs. Members of the Task Force believe such ordinances are inappropriate and ineffective.
Statistics on fatalities and injuries caused by dogs cannot be responsibly used to document the “danger- ousness” of a particular breed, relative to other breeds, for several reasons. First, a dog’s tendency to bite depends on at least 5 interacting factors: heredity, early experience, later socialization and training, health (medical and behavioral), and victim behavior.7 Second, there is no reliable way to identify the number of dogs of a particular breed in the canine population at any given time (eg, 10 attacks by Doberman Pinschers relative to a total population of 10 dogs implies a different risk than 10 attacks by Labrador Retrievers relative to a population of 1,000 dogs). Third, statistics may be skewed, because often they do not consider multiple incidents caused by a single ani- mal. Fourth, breed is often identified by individuals who are not familiar with breed characteristics and who commonly identify dogs of mixed ancestry as if they were purebreds. Fifth, the popularity of breeds changes over time, making comparison of breed-spe- cific bite rates unreliable.

Matthew,

This is what you do bud, you whip up some cookies and you stop him at either his place or yours. You say something to the effect of "hey, I really don't know how we got off on the wrong foot but we need to bury the ax and move on". Half of the cookies are normal and the other half are loaded with exlax. Three times too much. Both you guys munch them all down and then you move on. He'll get the point.

Second, if he doesn't get the point and if you live in the states you post a "No Tresspassing"sign  on all four sides of your property. Then you send a certified "Ceast and Desist Order " to him. Now any time he comes on your property you call L.E. and tell them you have "A Unwanted subject" or "A suspicious Subject" on your property. Doesn't matter if by the time the police arrive if he's gone. And if by chance he is alweays leaving you set up video to speed up the process. They'll make an "Incident Report" and the paper trail begins. The police will get tired of showing up and put him in his place with a few future instructions.
