So sad. People really do need to control their dogs.
Maybe there should be a license for pet owners. A person wishing to be a pet owner must go through a training process and then a test in order to earn a license before they can have a pet.
What do you think?

What happens if they decide to revoke licenses because you work your dog in a bite sport to "make them vicious"?
What if they decide to revoke licenses because your dog wasn't spayed at six months to prevent unwanted litters [which, in many breeds is condemning the dog to major structural issues]?
No, they need much, much harsher penalties for people who don't obey the already established dog ownership laws.
Enforce the laws we already have.

Mudwick: you are definetely correct. The laws just have to be very strictly enforced and correctly enforced.

The dogs were off their own property.
One has to wonder, was this the first time they'd been roaming at large?
If so, would catching them, and either requiring the owner to demonstrate sufficient improvements to contain the dogs, or causing the owner to forfeit the dogs, have saved that girl from being mauled?
I don't know of many places in the "western world" where dogs are permitted to run free and at large in populated areas.
Enforce the laws that already exist- and you don't have a problem.
