Remember OFA,s fair rating is still in the range of normal, But OFA really doesnt thrill me.
There is more to breeding 2 dogs then just a single xray... lots more

I recently enquired about a pup and was flabergasted when the breeder told me the hips/elbows werent cert because the dog was hit by car and had an injury and was xrayed time of injury looked good but now they might be calcified so didn't do it lmao needless to say I ended the call thanks but no thanks....

the great Grimm z phorinicini Straze;s father had questionable hips just look and see what kind of awesome dogs that line has produced.
If anyone on this board think they going to fix this problem in the breed, because they think they know what they are talking about you have not got a clue.Best of the best have been trying forever.Have a nice one.

Thank you all for replying and for all the input. For those asking about the dog in questions pedigree, it was a hypothetical question. I was just curious about people's responses.

Improperly positioned x ray and poor negative
I agree with HELD.
Hips are super important but not everything.
Also:
X RAY
1.first I would check on the positioning of the hips; everything MUST (!!) be parallel , perpendicular , exact mirror L of R.
Knee caps MUST be visible and in center of the knee like a bull's eye.Improper positioning may degrade hips by 2 to 3 degrees. Negative must have total black and total translucent and be perfectly in focus. Improper negative will degrade your hips rating.

BREEDING
2. First make sure that you know why you would like to breed such dog besides the consideration of the hips. If the dog is somehow exceptional then look at the hips of the dogs on the pedigree and their litermates and progeny. If they are clear and your dog is super then breed it to dog with excellent hip background and other complimentary qualities.
Breeding is always a compromise and thus you must not be obsessed by hips or any one sided issue and forget temperament and other important GSD qualities. You mus learn to "dovetail the pedigrees". Where the inferior is compensated by superior. Then select the best pup (if there is one) from that breeding for future breeding. This is how you improve the line. It is a fantasy to breed perfect dogs. There are none. This is not easy thus it is good to have a mentor.
Why don't you put here picture of the x ray in question?
