My 16 wk old puppy was acting very lethargic this morning when we got up...he was put back in his crate and three hours later, he was not only acting lethargic but he started limping on and dragging his front right leg...he has just been laying around all afternoon and when he does have to walk, he will only put slight pressure on it. He will whimper whenever he has to put too much pressure on it or he rolls over during sleep. What is causing this?

Obviously you would want to get him to the vet as soon as possible, but I have seen similar instances of puppies with rickets or Osteomalacia (vitamin D and or calcium dificiency). This is obviously an not a conclusive answer, but maybe a possibility.

Yes, see your vet for an exray. The most common cause for limping in puppies is "Pano" an inflamation of the long bones. It is thought to be caused by growing too fast. Possibly from too much protein the the diet.  Only a exray will tell.

Pano comes to mind first. pano is short for: Panosteioitis.

Damn, I bet I butchered that... Ok, pretty close, correct term is: Panosteoitis. Did you notice since you had the pup that he was growing like weeds, or is his growth spurt normal. If normal, it's not pano - please go see a vet for a thorough examination.

He's growing normal, and his food has the right amount of protein.  Also, the limping started over the course of a couple of hours...it just hasn't gotten any better.  Yesterday, he was running laps around the couch.

When a puppy gets pano you cannot see if the puppy is growing too fast it shows up by the puppy limping, usually the puppy doesn't wimper but of course this can happen. What kind of dog food do you feed? What is the protein % in the food?
If it is pano get the puppy on Hokamix tablets or powder and it wil go away. I find that the tablets work the best because you know exactly how much the puppy is getting. Follow the guidelines on the side of the bottle and if it is pano the symptoms will be gone in a few days usually.

He is acting like his normal self today...he chased the cats around the house this morning and he's not whining when he puts pressure on the leg...he did limp "a little" but not all the time.

Does not really sound like Pano to me, what with the sudden onset. You might be well advised to take him in for a good x-ray series to rule out OCD or un-united anacondeal process.
