Under the SV rules which is the nearest linebreeding/inbreeding possible?
2-3?

Keep in mind, if you're planning on doing such a breeding, many people (not all) will find it controversial and may or may not feel 100% comfortable purchasing a puppy bred like that. Have a waiting list with confirmed buyers prior to doing such a close breeding would be wise, or be prepared to keep some pups around a while. While it can condense really good traits, it can also condense bad ones, too-its a genetic gamble on that. Just consider.
Only experienced GSD people who know what they're doing should try to take on such endeavors.

If done by someone not educated on what they're doing, yes, it is.
If done by someone who knows what they're doing, different story.
